The Global Housing Crisis: When the Roof Became a File, Not a Shelter
A tenant becomes a file number and walks from office to office looking for the house the figures say he is part of.

UN-Habitat's World Cities Report 2026, The Global Housing Crisis: Pathways to Action, estimates that up to 3.4 billion people lack secure, safe and adequate housing. Imad sets the figures of the global housing crisis inside a Kafkaesque story: a tenant whose lease is under review walks from office to office and finds that his file has a place in the numbers while he has none.

He woke one morning he had not requested, and found a letter beneath the door.
It did not bear his full name. It bore only his file number." The lease is under review." He did not understand why a lease he had signed with his own hand years ago required review. He went to the first office. The hall was full of people who had been waiting since morning, holding papers whose order they did not understand. He asked the clerk: where do I live now? The clerk answered without lifting his eyes: this is a question for another office. He walked down a long corridor.
Every door in it resembled the one before. At its end, he found a sign: "Department of Numbers". He entered and found a man writing on a large board:"٣. 3.4 billion people without adequate housing." He asked him: am I one of them? The man answered without pausing his writing: the number does not know names. You are part of it, yet you are not in it. He went out to search for his old apartment and found a new tower standing where it had once been. He asked the guard: where are the residents of this neighborhood? The guard answered: this tower is empty, yet it is entirely sold. He did not understand how something could be empty and sold at once.
A faceless voice from within answered him:البيت هنا لا يُشترى ليُسكن، بل ليرتفع سعره.The house here is not bought to be inhabited, but to rise in price. He returned to the first office and found a line longer than before. He asked the man ahead of him: how long have you been waiting? He answered: since the price-to-income ratio was only 9.3. And now? Now it has become 11.2, and I am still in the same line. He finally reached a small window. He asked the clerk: is there a house for me? She pulled out a thick file and said:النقص العالمي في الوحدات السكنية ارتفع من ٢٠١ مليون إلى ٢٦٩ مليون وحدة.The global housing shortage rose from 201 million to 269 million units.
Your file sits in its proper place within this number. He asked her: and when will my file move from the number into a real house? She smiled without answering, and closed the window. That night, he slept on a bench in the public park, beside another man carrying his own file. He asked him: are you also waiting for a house? The man answered: no, I am waiting for someone to explain why 44 percent of people feed the rent before they feed themselves. He said to him: and in my country, the figure rises to 55 percent. The man replied: then you are closer to the number than I am. In the morning, he did not find the man beside him. He found only a small paper that had fallen from his file:
The world needs three to four trillion dollars a year through 2030 to shelter itself with dignity."
He folded the paper, placed it in his pocket, and rose to search for an office he had not yet visited.
He did not know if he would find a house at the end of the corridors.
But he knew one thing:
The house he searched for was not his alone to have lost.
The whole world had lost it, file upon file, number upon number.
