The Balearic Social Housing Model
On an island that fills with hotels every summer, an old government system learns that the numbers in its tables were once families.

The Balearic social housing model is the way the Balearic Housing Institute (IBAVI) rethought its whole public housing process between 2019 and 2023, under the economist Cris Ballester Parets and the architect Carles Oliver Barceló; it won the 2026 OBEL Award, announced on September 1, 2026. Imad's surreal prose poem gives voices to the old system, the house and the island, and puts no words in the mouths of the real people.

The symbolic characters and dialogue presented here (the System, the House, the Island) are an imaginative surreal literary treatment, and no direct words are attributed to the real individuals named.
On an island floating between the sea and tourism, there was a house not yet built.
It was absent not for lack of stone.
But for lack of imagination in the official papers.
Every summer, the island filled with hotels.
And every autumn, it emptied of its own people.
As though the land had turned into a commodity sold by the night.
And no house remained built simply to be lived in.
In a small government office, an old system sat counting numbers.
It knew how to build.
But it had forgotten why.
It signed contracts with large companies.
And repeated the same plan each time. Until social housing became merely a number in a spreadsheet. No scent within it. No climate. No memory of place. Into that office walked an economist and an architect.لم يحملا حجرًا.They carried no stone. What if social housing were not a burden for the state to discard? What if it became a laboratory instead? The old system asked them:كيف تبنيان بيوتًا لا تملكان لها ميزانية ضخمة؟
How can you build houses without a vast budget? They answered that the solution was not more money. But in rethinking the very method. Who designs. Who purchases the materials. And who decides the shape of the roof above a family with no other choice. 2023.The work began between 2019 and 2023. Local stone was used instead of imported material. Wood came from nearby forests. What had been wasted on other sites was recycled. The architecture did not boast of scale.
It boasted of precision. A window opening that welcomed the summer breeze and blocked the midday sun. A wall that breathed instead of sealing shut like an air-conditioned box. The government office turned into a workshop. Contracts were no longer awarded to the cheapest bidder alone. But to those who understood the climate. And who respected the hand of the local worker. The Island, watching from a distance, seemed to say:لطالما بُني عليّ كل شيء من أجل الغرباء العابرين.Everything built upon me was always for the passing stranger. Now, for the first time, a house is being built for those who will stay. The projects were completed.
Houses modest in size. Yet rich in thought.لم تكن قصورًا.They were not palaces. They were architectural apologies for decades of neglect. In 2026, a panel of international judges stood before this archive of houses. They were not searching for a tower to catch the eye. They were searching for a system that could be carried to other islands. To other cities. To other governments afraid of the same question:كيف نبني بسرعة من دون أن نبني بلا روح؟How do we build quickly without building without a soul? 2026.The Balearic Social Housing Model was awarded the 2026 OBEL Award.
Under the theme "Systems' Hack". Because it did not break through a wall. It broke through a way of thinking that had stood unmoved for decades. The old system stood in a corner of the hall. Watching the award. As though seeing for the first time that the numbers in the spreadsheets had once been families. And that every lease had been a door waiting to be opened, not closed. The story did not end at the award. Because a true house is not complete when it is built. It is complete when someone lives in it and feels that someone had thought of them before they were born into it.
This is the power of architecture when it moves from offices into the ground. To take a number in a budget. And never pretend that alone is enough. To draw a window. And turn it into a place through which light reaches those the world had forgotten. To turn a government office into a workshop of dreams. And local stone into a wall carrying the island's memory. And a roof above a family into proof that a system can change from within.
The same question about housing runs through Tatiana Bilbao: When Housing Becomes a Right, Not a Privilege, and Yona Friedman: The City Written by Its Inhabitants asks who should shape a city. More are in the buildings and cities collection.
